Update on status of remediation and capping of the Thermal facility and approval for General Manager to bid and contract with remediation and/or paving firms in an amount not to exceed $1,000,000.00 from Account  #8487.01.800 – Thermal Facility Improvements– Don Gomsi, General Manager.

 

Background:

 

The prior District facility located in Thermal had areas where the ground was contaminated with DDT, which was used appropriately decades past.  Some DDT remains and we are required to remediate the site by the California Regional Water Quality Control Board (RWQCB). 

 

A remediation firm has been hired to compile specifications necessary to properly cap and pave  the existing site.  This firm, EAR, has done that and has provided engineered drawings of the work necessary.  The next step is to solicit bids to hire a company to complete the work.  A delay for this work has already been granted by the RWQCB, but the work must start soon.

 

The proposed capping and paving is broken down into four segments.  Drainage is a concern and dirt will be moved to slope the drainage towards a planned retention basin.  It was recommended that most of the exposed dirt at the site be paved.  The District will meet with the CV Unified School District and the tenants develop a plan that meets their approval, as well as CVMVCD’s approval. 

 

Staff Recommendation:

 

Approve General Manager to solicit bids and to contract with remediation and/or paving firms.

 

Fiscal Impact:

 

The costs are not yet known until bids are received.  Current funds available from Fund  #8487.01.800 Thermal Facility Improvements is $300,000 which is 100 % of the budgeted amount for this line item. This expenditure is 100 % for this line item; the rest of the funding will come from a transfer from Reserve  #3955.01.000 Environmental Investigation and  Reserve #3910.01.000 General Reserve when the full cost is known.
