Discussion and/or approval for
General Manager to contract with a project management consultant to begin the
process of construction of additional ponds for the Biological Control Facility
and other District buildings in an amount not to exceed $75,000 from Fund
#8487.1.800 – District Building Capital – Miscellaneous Improvements – Don

Background:
At the January 9, 2007 Board meeting, Trustees approved the expansion of outside ponds for fish/tadpole shrimp to include a research microcosm habitat, and add to the indoor tank system in an amount of $300-$500,000 from Contingency Expense. The 2007-08 Budget provides for additional improvements, other than furnishings, at the District’s facilities. It specified new parking canopies for front and employee parking areas, solar panels, and landscaping.
Initially, it was perceived that the General Manager would act as the project manager. However, the project has proven to be more involved and complex than originally thought. Talking with contractors has shown that the project requires an individual solely devoted to overseeing the project.
Additionally, the District would like to modify the mud room to enclose it and add air conditioning to as use as the ice machine room; enclose the rodent processing area to secure it, modify one parking space to enlarge it, move the chicken coop and add electricity and water, propose storage space, and other changes necessary. This will increase the amount of funds that will be used and will be brought back to the board for approval once estimates are received.
Staff Recommendation:
Approve engaging a general contractor to oversee the project, work with the architects and staff to the completion of the project to everyone’s satisfaction.
Fiscal Impact:
Current funds available from Fund #8487.01.800 – District Building Capital – Miscellaneous Improvements are $$532,323.39, which is 33% of the budgeted amount for this line item. This expenditure is approximately14% of the available balance.
