Approval for the Administrative Clerk Crystal Garcia to attend the California Special Districts Association (CSDA) Board Secretary Training, March 27-28, 2008, in Emeryville, CA in an amount not to exceed $1500 from Fund #7600.01.225 Staff Training.

 

Background:

 

Administrative Clerk Crystal Garcia is the District’s deputy board secretary; this training will be extremely helpful for this role. The board secretary in a special district plays a multi-faceted role that is also one of the most highly visible in the district. Board members, the public and the staff turn to the board secretary as a resource for information and assistance. This seminar is designed to provide participants with a solid working knowledge of the legal, administrative and customer service roles of a board secretary. Workshop participants will learn how to:

 

• Ensure all legal requirements are being met

• Implement a comprehensive records retention policy

• Adopt ordinances and resolutions

• Create effective and usable minutes

• Document a decision, or failed motions

• Implement parliamentary procedures

• Develop customer service and public relations skills

• Meet the requirements of the Ralph M. Brown Act

• Meet the requirements of the Public Records Act

 

Staff Recommendation:

 

Approve  Administrative Clerk Crystal Garcia’s attendance at the California Special Districts Association (CSDA) Board Secretary Training, March 27-28, 2008, in Emeryville, Ca in an amount not to exceed $1500 from Fund #7600.01.225 Staff Training.

 

Fiscal Impact:

 

Current funds available from Fund #7600.01.225 Staff Training are $15,298, which is 38% of the budgeted amount for this line item. This expenditure is approximately 10% of the available balance.
