Board of Trustees Meeting

November 13, 2007

Agenda Item:  Old Business

Approval to purchase from the lowest, responsible bidder the expansion of the District’s solar array to encompass the roof of the existing fleet parking structure in an amount not to exceed $1,067,676.61.

Background:

Attached is the previous staff report which outlined the design specifications for the addition of solar panels to the roof of the building in order to reduce the District’s energy consumption.  The Board of Trustees approved the purchase of the panels in an amount not to exceed $1,200,000 before rebate from IID Energy.  The bids have been received and reviewed by management and legal counsel.  The two bids received are:  Carlson Solar - $1,067,676.61 and Solar Distributors -- $1,185,000.00.

The approval tonight is to finalize the purchase with a specific purchase price from the prevailing bidder.

Staff Recommendation:

Accept the bid of Carlson Solar and enter into a contract with them for the purchase and installation of the District’ solar array as specified in Bid # 07-10 at the cost of $1,067,676.61.

Fiscal Impact:

Although total costs of rebate funds from IID are unknown, the installation and purchase price as bid is $1,067,676.61.  There is $1,600,000 available in Fund # 8487.01.800 – Miscellaneous Improvements.  This purchase would be approximately 67% of the budgeted amount for this line item.
