Agenda Item: Consent Calendar
Approval for Finance Administrator David I’Anson to attend the Government Finance Officers Association (GFOA) Training - Intermediate Governmental Accounting, October 3- 5, 2007, in Sacramento, CA in an amount not to exceed $1500 from Fund #7600.01.225 – Staff Training.
Background:
This seminar is designed to provide participants with a solid working knowledge of the specialized accounting and financial reporting used for state and local governments. Emphasis is placed throughout on differences between private- and public-sector theory and practice. The seminar is aimed at mid-level finance officers, accountants, independent auditors, and other persons with a basic knowledge of private-sector accounting and is a pre-requisite to Advanced Governmental Accounting. The seminar will cover all of the following topics:
• GAAP and the governmental environment
• Fund accounting and the governmental financial reporting model
• Specialized public-sector classifications and terminology
• Measurement focus and basis of accounting
• Defining the financial reporting entity
• Accounting for governmental funds
• Accounting for proprietary funds
• Accounting for fiduciary funds
• Converting from fund accounting to government-wide accounting
• Relationship between budgeting and financial reporting
• Financial reporting overview

Fiscal Impact:
Current funds available from Fund #7600.01.225— Staff Training are $28,750, which is 100% of the budgeted amount for this line item. This expenditure is approximately 5% of the available balance.
