Approval to purchase two handheld mapping units with accompanying software to supplement the Operations Department adulticiding activities in an amount not to exceed $8,000.00 from account #7750.01.500 – Field Supplies.
Background:
As part of the coordinated response to reduce the spread of vector-borne diseases throughout the Valley, adulticiding, or ”fogging,” must be conducted to reduce the immediate population of adult mosquitoes. Recently, technology has become available to increase the efficacy and accuracy of adulticiding.
The Mobile Mapper CE units in concert with ESRI (Environmental Systems Research Institute [developer of geographic information systems (GIS)] software, Redland, California] ) software will provide the technicians with real-time GPS tracking capability. This will make available to field technicians computerized fogging routes, vehicle speeds, truck travel distances, and an in-field log of all activities for pesticide reporting. Although adulticiding will be the initial use of this software/hardware combination, these units have the additional multi-function capability to be used with other field data collection activities.
Mobile Mapper CE is a suitable hardware unit to be adapted to any new Operations’ activity, including field mapping, field data collection, and eventually synching with any larviciding or adulticiding software that is implemented at the District. The multi-use feature of the hardware/software combination makes it a useful tool for all field operations.
Staff Recommendation:
Staff recommends approval to purchase two Mobile Mapper CE units and the Arcpad/Arcpad application builder software bundled as a package from ESRI.
Fiscal Impact:
Current funds available from Fund #7750.1.500 – Field Supplies is $54,073.55, which is 93% of the budgeted amount for this line item. This expenditure is approximately 15% of the available balance.
